The new mandate requiring a second staircase in new residential buildings over 18 meters (roughly 6 storeys) applies to England only, with changes to Approved Document B expected to take effect from 30 September 2026. While this brings England's regulations into line with existing standards in Scotland, it does not, however, currently apply to the whole of the UK.

It should clearly reinforce direction of travel, highlight changes in level and emphasise entrances to protected stairwells so that occupants instinctively understand where to move. Attention must be given to decision points, where clarity is essential to prevent hesitation, confusion or backtracking.

There is also growing international interest in adaptive signage systems capable of responding to developing conditions. In buildings with multiple escape routes, the ability to influence flow away from a compromised stairwell can enhance overall evacuation efficiency.

England’s explicit adoption of mandatory second staircases has therefore attracted attention beyond its borders.
